In December, 1998, I modified a Seahaven Towers solver written by Don Woods to play Eight Off. Later, I also added options to play with fewer depots (the standard game uses eight, for a win rate of 99.88%). The deals not won are all proven losses (there were no inconclusive results).

As Michael Keller points out in his FreeCell -- Frequently Asked Questions (FAQ) article, note that playing Eight Off with four depots is the same game as ForeCell building in the same suit.
