For this game, I modified an Agnes solver written by Jan Wolter. I tested with and without allowing empty columns to be filled, and also allowing them to be filled, but only with the highest rank (one less than the foundation base, or Kings if the base rank is Aces).
Because the solver has perfect knowledge of the stock, you can't expect to get close to its win rates unless you replay the game repeatly, or make frequent use of the undo button (or use an open stock yourself).
